Capital One With an ITIN

Capital One publishes a great deal about the ITIN, and almost none of it is about Capital One.
Their sentence on cards is about the market: "Some credit card issuers let applicants use ITINs instead of SSNs when applying for a credit card."
Read that again for what it does not say. It does not say Capital One is one of them, and nobody should put that in their mouth.
What they do publish, in detail, is what the number is and how it behaves. That is genuinely useful, and it is what this page covers.
Describing the market is not committing to a policy
Two of their sentences do the work, and both are carefully built.
"You might be able to use an ITIN in place of an SSN for some banking and credit applications." Might, and some.
"ITINs can sometimes be used in place of SSNs for things like applying for a credit card as a new immigrant or opening a checking or savings account." Sometimes, and like.
That is a company describing an industry rather than publishing its own underwriting. It is not evasive, it is accurate, and treating it as a Capital One policy is the mistake to avoid.
Chase does the opposite and commits about itself, which is why the two pages read so differently. The issuer comparison puts all of them side by side.

On what it is: "ITINs are nine-digit numbers issued by the IRS to people who need a U.S. taxpayer identification number but don't qualify for an SSN."
On who needs one: "The IRS requires people who have federal tax obligations but aren't eligible for an SSN to apply for an ITIN."
And on what it is for, which is the line most marketing pages leave out: "ITINs are mainly used for filing federal tax returns."
That last one is worth sitting with. The number is a tax processing number first. Everything it opens on the banking and credit side follows from that rather than being its purpose.
The application they publish is the IRS one
Their published route is the direct one: "To apply for an ITIN, you'll need to fill out IRS Form W-7 and include proof of identity and foreign status documents and a copy of the U.S. tax return you intend to file."
Note the third item. A copy of the return you intend to file sits in that list, which is the part people are surprised by when they expect an identifier to come first and the tax filing later.

The rule that has a date attached
Capital One raises the one behaviour that catches people years later: "SSNs don't expire or need to be renewed, but ITINs can expire if they're not used on a federal tax return at least once every three years."
For a rule that can cost you the number, the authority is better than a summary of it. The IRS states it with the date attached: "If an ITIN isn't used on a U.S. federal tax return for any 3 consecutive tax years, it expires on December 31 after the third tax year of non-use."
And on filing with one that has lapsed, the IRS is specific about the consequence: a delay in processing, certain credits unavailable until it is renewed, and possibly a reduced refund or penalties and interest.

The number is a tax processing number first. Everything else follows from that.

It does not say Capital One accepts an ITIN. They have not said that about themselves, and repeating it as though they had would be inventing a policy.
It does not recommend a card. Approval sits with an issuer and depends on a file this page cannot see, and a wrong application is a hard search you keep.
It publishes no rate, fee or limit, because those move and a figure written once is wrong within a year while still looking authoritative.
What it does is separate what a company published about itself from what it published about everyone else, which is the difference most pages on this subject miss.
