What Citi Publishes About Applying With an ITIN

Citi publishes a sentence about its own card, which puts it in a small group. Most issuers write about the industry instead.
"You can apply for the Citi® Secured Mastercard® easily online or at Citi branches. You’ll need to provide some personal identifying information to apply, including your name, address and SSN or ITIN."

And on the same page, in the same article, Citi attaches this: "It does not indicate the availability of any Citi product or service."
Both sentences are Citi's. A page that gave you only the first would be selecting the half that reads better.
Writing about itself, or writing about everyone
This is the only thing worth understanding across every issuer, and it is not a nuance. Almost all of them publish something about ITINs. What differs is who the sentence is about.
Citi's secured card sentence is about Citi. But elsewhere on the same site, on the page listing what a credit card application needs, Citi writes: "Social Security number (SSN) or Individual Taxpayer Identification Number (ITIN): This allows the lender to check your credit history".
The lender. Not Citi. That sentence describes the market, and turning it into "Citi accepts ITINs" would put a claim in their mouth they were careful not to make.
The same split runs through the whole lane. Chase and American Express commit about themselves. Capital One writes that some issuers do. Discover publishes several pages on the subject and defers every one of them to "if the card issuer accepts it", without saying whether it is one.
Almost every issuer publishes something. The question is whether the sentence is about them or about the industry.

Citi publishes this for its own bank accounts, and it is worth reading closely because it grants and restricts in the same breath:
"To apply online, you must be a U.S. citizen or a U.S. resident alien and at least 18 years old. You'll need to provide a physical address in the U.S., date of birth and applicable identification documentation which may include a Social Security Number or Individual Taxpayer Identification number."
Three things sit in there at once. The ITIN appears. It appears behind may include, which is a hedge rather than a commitment. And it sits after a citizenship gate that is a separate requirement entirely.
A page that quoted only the middle of that sentence would be describing a different bank.
Applying is published. Approval is not.
Every quotation on this page, and on every issuer page in this series, is about what an application asks for.
Not one issuer read for this series publishes who is approved. That is decided by credit history, income and factors none of them set out in advance, and any page telling you otherwise is describing something it cannot see.
So the useful question is not which issuer says yes. It is which ones have written anything down at all, and Citi has.
What this page does not do
It publishes no rate, no fee and no deposit figure. Those were not read, and a wrong price has already appeared on this domain once.
It does not say Citi accepts an ITIN. It says what Citi published, on which page, on which date, and it carries the disclaimer Citi attached to it.
It reaches no conclusion about whether any particular application succeeds, and it does not tell you whether you are eligible for an ITIN in the first place.
One method note, because it decides how much the absence of a quotation is worth. Citi declares twelve sitemaps in its robots.txt and all 364 URLs in them were fetched and read. None of the pages carrying the quotations above has "ITIN" in its address, so a search by URL would have found nothing and concluded the opposite.
Applying is published. Approval is not, and no issuer has written it down.
