A US Credit Card Without an SSN or an ITIN

The honest answer first, and it comes from an issuer rather than from us. Chase publishes that most credit card applications require a Social Security Number or an ITIN.
In the same breath they publish the exception, read on 31 July 2026: some issuers provide cards exclusively for students that will only require a passport to submit an application.
That is the whole published route without either number. It is narrow, it is aimed at students, and it is the only one a major issuer names.
The number is also not the wall most people think it is. A US card is approved against a US credit file, and that file is built from what American lenders report about you.
Which is why the durable answer is not a card that skips the number. It is the number the IRS created for exactly this person, then the file that follows it.
What is actually possible without either number
The published answer is narrow and it comes from Chase. Most credit card applications, they write, require a Social Security Number or an Individual Taxpayer Identification Number.

Past that, nothing published says an application without either number will be approved. Approval is settled inside the application rather than announced in advance.
So anything naming specific cards as working without either number is describing someone's experience, not a published policy. Experience counts. It just helps to know which one you are reading.

The two numbers are not alternatives you pick between. They are issued to different people, and the second exists because the first is closed to you.
The IRS states it plainly: an ITIN is the number it issues if you need a US taxpayer identification number for federal tax purposes but you are not eligible for a Social Security number.
The door marked SSN is shut for most non-US residents by design, and a second door was built beside it. That is why this page's question has an answer at all.
The IRS is equally plain about the limits, and they are worth reading before anyone sells you a fantasy. An ITIN is issued for federal tax purposes only.
It does not authorise work in the US, it does not change immigration status, and it is not identification outside the federal tax system.
None of that stops it doing the job people actually want it for. It makes you addressable inside the American financial system, which is where a credit file starts.
The application is not the wall, the file is
The Consumer Financial Protection Bureau describes where a credit report comes from. Credit reporting companies collect data submitted to them by creditors, meaning lenders, credit card companies and other financial companies.
Read that as a non-resident and the consequence is immediate. Nothing you hold outside the United States reports into that system.
A card issued in your own country spends perfectly well in Miami. It simply leaves no trace in any US credit file, because no US creditor is reporting it.
This is also why the first American card is the hard one and the fifth is easy. In the client record First Class Citizen publish, a first card came against a 5,000 dollar deposit held as collateral.
Months later the same banks were extending unsecured limits. The file needs roughly three to six months of reported activity before a score exists at all, and the full method walks that clock.
Why the card lists you find keep going out of date
Search this question and you will find lists of card names that supposedly work without either number. Treat every one of them as a snapshot rather than a rule.
Two things were true when this page was checked on 30 July 2026. One product those lists still recommend no longer sells anything at all, and its site serves a placeholder.
And one issuer named across them is in the middle of being absorbed by a competitor. No names are printed here, because the point is not that a company failed.
The point is structural. A list of products is a decaying asset, and the decay is invisible to whoever finds it two years later.
What does not decay is what is knowable. Who each number is for, how a file is built, and what an application really turns on.
