US LLC, ITIN and Paraguay Residency, in the Right Order

Last updated 25 July 2026
A lit architectural model of a city skyline on a desk

Most people buy these one at a time, in the order they happen to hear about them. That is what turns a few weeks into most of a year.

The three pieces do different jobs. The US LLC is the company you invoice through. The ITIN is the tax number that gets you into American banking and credit as a non-resident. The Paraguay residency decides where the profit finally lands.

None of them waits for the others. The company is formed in twenty four to forty eight hours but its EIN takes two to three weeks.

The ITIN is applied for remotely and the IRS takes forty five to sixty days. Paraguay needs thirty to sixty days of paperwork before you ever book a flight.

Started together, those are weeks. Started one after the other, they are months. That is the whole point of this page.

The pieces

What each one actually does

They get talked about as a bundle, which hides the fact that each solves a different problem. If you only need one, buy one.

The US LLC is a trading entity. It gives you a company that invoices clients anywhere, holds business banking, and reaches payment processors like Stripe and PayPal.

It is a pass-through, so the company is not taxed at entity level and the profit passes to the owner, who reports it where they are tax resident.

Formation runs twenty four to forty eight hours and the EIN follows in two to three weeks. Registered agent and a virtual address in your chosen state are part of it.

The ITIN is an identity number, not a company thing. The IRS issues it to people who need a US taxpayer number and cannot get a Social Security number.

It is what lets a non-resident open personal US bank accounts and start a US credit file. You never travel to the US to get one. A passport scan, a non-US address and an email address is the whole list.

Paraguay is about where the money lands. Territorial tax: income earned outside the country is not taxed there, income earned inside it is taxed at a flat ten percent.

There is no minimum stay to keep the residency, which is the detail that makes it work for people who do not intend to live there.

Which of the three you actually need is a fifteen minute conversation, not a purchase decision.

The sequence

Why the order matters more than the speed of any one piece

Every one of these three has a waiting period you do not control. The IRS takes as long as it takes. So does the EIN. So does the Paraguayan immigration file after you fly home.

The mistake is treating them as a queue. People form the company, wait for the EIN, then start thinking about the ITIN, then months later look at residency.

Every wait is served one after another, and the waits are the largest part of the whole thing.

Run in parallel, the waits overlap. The paperwork for Paraguay is being prepared while the IRS holds your ITIN file and while the EIN is in the queue. Nothing about any individual step gets faster. The calendar just stops adding them up.

There is one real dependency worth knowing, and it is at the end rather than the beginning: the Paraguayan RUC, the local tax ID, needs a second one-day visit after the cédula is issued. That trip is the thing to plan around, not the paperwork.

The calendar

What each step takes, on FCC's own published numbers

Start dates are what you control. These are the durations, as FCC publishes them.

Add those in series and it is most of a year. Overlap them and the binding constraint is the slowest single chain, not the sum.

The point of each

What each piece unlocks that the other two do not

This is the part that decides whether you need all three or just one.

Only the LLC gives you something to invoice from. If your problem is that clients cannot pay you cleanly, or that you have no way to take card payments, that is the LLC and nothing else.

Only the ITIN opens personal American banking and credit. A company can hold business accounts without you having an ITIN. Your own name on a US credit file is a different thing, and that is the number that does it.

Only the residency changes where you are taxed. A US LLC on its own does not move your tax position.

It passes profit to its owner, and the owner is taxed where the owner is resident. If nothing changes about where you are resident, nothing changes about your tax.

That last sentence is the one people get wrong most often, and it is why the company alone is rarely the whole answer.

Getting the order right costs nothing. Getting it wrong costs months.

The honest limits

What this structure does not do

No page can tell you what your own position becomes, because that depends on where you are resident now, what your current country does when you leave, and what you actually do for a living.

That is what the call is for, and it is the first thing worth settling.

What can be said plainly: leaving a tax system is a separate piece of work from joining a new one.

Paraguay accepting you as a resident is not the same event as your current country accepting that you have gone. Anyone who tells you those are one step is selling you the easy half.

An ITIN does not by itself create a US filing obligation, and holding a US LLC does not automatically make you a US taxpayer. Whether either is true for you depends on facts about you, not about the products.

And none of this is instant. The fastest honest version of the whole structure still runs on the IRS's clock and Paraguay's, and neither answers to anyone.

FAQ

Which comes first, the LLC or the ITIN?
Neither has to wait for the other, and that is the point. The company can be formed in 24 to 48 hours while the ITIN application is already with the IRS. Starting them together is what turns months into weeks.
Do I need an ITIN to open a bank account for my US LLC?
The ITIN is a personal tax number, so it is what opens personal US banking and a US credit file in your own name. Business banking for the company runs off the company's own EIN. Many people want both, for different reasons.
Can I do all three without living in the United States?
The ITIN is applied for remotely and needs no US travel at all. The LLC is formed remotely. Paraguay is the one that requires travel, one to three days in Asunción, and then a second one-day visit later for the RUC.
How long does the whole structure take end to end?
Run in parallel, the company documents land in 24 to 48 hours, the EIN in 2 to 3 weeks, the ITIN in 45 to 60 days, and the Paraguayan residency 30 to 45 days after a trip that follows 30 to 60 days of preparation. Run one after another instead, and the same steps stretch across most of a year.
Does a US LLC change what tax I pay?
Not on its own. It is a pass-through, so profit passes to the owner and the owner reports it where they are tax resident. What changes your position is changing your residency, which is a separate piece of work with its own requirements.
Do I have to live in Paraguay to keep the residency?
No. There is no minimum stay requirement to maintain it, which is what makes it workable for people who travel continuously. Temporary residency converts to permanent after two years, and the passport application opens three years after that.
Do I need all three?
Often not. If clients cannot pay you cleanly, that is the company. If you want American banking and credit in your own name, that is the ITIN. If you want to change where your income is taxed, that is the residency. Buy the one that solves your actual problem.
