The IRS's application page lists the ways in. You can mail Form W-7 with your documents to the ITIN Operation in Austin, Texas.
You can walk into a Taxpayer Assistance Center or select VITA sites, but both of those live inside the United States, which is exactly the trip this page is about not taking.
And you can apply through an agent approved by the IRS, in the IRS's own words: in the US or abroad.
So from outside the country the real choice is two-way: the envelope with your original documents in it, or an acceptance agent. That choice is less close than it looks.
