ITIN Rejected: How to Fix It

IRS notice CP567 means your ITIN application was rejected, and the IRS remedy is a new, complete application with the correct documents and your tax paperwork attached. CP566 comes earlier: the IRS needs more information and gives you 45 days from the notice date to reply. After a CP567, the IRS returns your documents within 60 days of the notice date.
The two letters

CP566 and CP567 are different problems

CP566 is the recoverable middle state. In the IRS's words: we need more information to process your application.

You may have sent an incomplete form or the wrong documents. You have 45 days from the notice date to reply, and silence converts it into a rejection.

CP567 is the end state: we rejected your application. The IRS lists the shapes this takes: you may not be eligible, your documents may be invalid, or the reply they asked for never arrived.

Your specific reason is printed on your specific notice, and your documents come back within 60 days.

What does IRS notice CP567 mean?
Per the IRS, CP567 means your ITIN application was rejected: you may not be eligible, your documents may be invalid, or the IRS may not have received a reply when it asked for more information. The notice itself states the reason for your specific case.
What is the difference between CP566 and CP567?
CP566 is not a rejection: the IRS needs more information and gives you 45 days from the notice date to reply. Ignore it and the application gets rejected. CP567 means the rejection already happened, and the IRS remedy is a new, complete application.
Will I get my documents back after a rejection?
Yes. The IRS states it will return your documents within 60 days of the notice date.
Can I still get my tax refund if my ITIN application was rejected?
The IRS describes the path: your return can be processed without the ITIN, and you reapply attaching a copy of that return to the new application to receive the refund.
What if the IRS says my passport copy was not certified?
The IRS counts a copy as certified only when the original issuing agency provides it, certifies it as an exact copy and adds an official stamped seal. An original valid passport or a certified copy from the issuing agency needs no other supporting document, except for certain dependents whose passport has no US entry date.
Does a rejected application block me from applying again?
No. The IRS instruction on CP567 is direct: send a new application, filled out completely, with the correct documents and your tax paperwork attached. There is no stated penalty beyond the lost time.
How do I make sure the second attempt is the last one?
