Paraguay's Territorial Tax: What Changes, and What Does Not

Territorial tax means Paraguay taxes where income is generated, not where the person holding it lives. Income from Paraguayan sources is taxed at a flat ten percent for residents. Income from everywhere else is taxed at zero.
That sentence sells the residency, and it is true. It is also where most of the misunderstanding starts, because the zero applies once you are a Paraguayan tax resident with the paperwork switched on, and it says nothing about the country you are leaving.

The mechanism, stated exactly
Three numbers describe the whole system. Residents pay a flat ten percent on Paraguayan-sourced income. Foreign income is taxed at zero. Non-residents pay a twelve and a half percent withholding on income sourced inside Paraguay.
Crypto sits inside the same logic: Paraguay does not tax crypto gains or wealth. Their page states it plainly, and it follows from the territorial principle rather than from a special crypto regime.
For a person who earns outside Paraguay, through clients abroad or a company like a US LLC, the effect is that Paraguayan residency puts a zero where their previous system put its rate. That is the entire pitch, and stated this narrowly it is accurate.

The residency card and the tax status are two different things, and the gap between them is where expectations break.
Becoming a Paraguayan tax resident requires either a temporary or permanent residence in the country, or spending at least 120 days there within a twelve month period. The immigration process gets you the first of those; it does not by itself finish the job.
The working part is the RUC, the Paraguayan tax number. On their own published sequence it is a one day visit, taken after the cédula, and it is the step their page describes as the moment you start paying zero on foreign income. Until the RUC exists, you hold a residency, not a tax position.
Once it runs, it is maintained like any tax status: their fast track includes an accountant for a year, and their page states that a dedicated accountant handles the monthly declarations.

The country you are leaving has rules of its own
Nothing about a Paraguayan residency edits the law of the country you are leaving. This is the boundary their own material respects, and this page holds it hard.
Exit rules belong to your current tax system. Some countries release you the day you deregister. Some count your days, your home, your family ties.
Some tax you on the way out. Which of those applies to you is a question about your country and your facts, and no Paraguay page, theirs or ours, can answer it.
