Keeping Your Paraguay Residency Alive

Last updated 2 August 2026
A colonial building lit at dusk in Asunción

Keeping a Paraguayan residency alive is a calendar, not a place. The temporary residency is granted for a year and renews annually for up to three, and each renewal is a filing rather than a trip.

There is a return visit in the published route, one day, for the RUC. That is the tax number, and it is what puts the arrangement into effect rather than merely on paper.

On the presence question, First Class Citizen put it at one day a year. That is the whole of the yearly requirement: a day in the country, not a season in it.

The tax side runs on its own track: the RUC, and declarations that an accountant files. This page lays the whole maintenance picture out, from what First Class Citizen publish about their own Paraguay service.

The card

The residency clock: one year, renewable, then permanent

Temporary residency is granted for one year and renews annually for up to three years. That is the status you leave Asunción holding, after the precaria phase covered in the main guide.

At the two year mark it converts to permanent residency. Their add-ons block states the ladder plainly: temporary to permanent in two years, and permanent residency to a passport application three years after that.

So the maintenance job on the immigration side is small and calendar-shaped: hold the temporary status, renew it on time, and make the return trip that converts it when the two years are up. There is no yearly day quota attached to any of it.

The maintenance is a calendar, not a burden. The call walks you through exactly what lands on yours.

The tax status

The RUC is the part that actually works for you

The RUC is Paraguay's tax number, and on their published sequence it is collected on a one day visit after the cédula.

It is the switch that turns a residency into a tax position, the point their page marks as paying zero on foreign income.

A tax status is maintained by declaring, even when the number being declared is zero. Their page says it directly: a dedicated accountant will handle your monthly declarations, and the fast track includes the cédula, the RUC and an accountant for the first year.

After that first year, the accountant relationship is yours to continue. The declarations do not stop being due because the introductory year ended, which is exactly the kind of detail worth hearing on the call before you commit.

Two clocks, one trap

Keeping the card is not the same as keeping the tax status

The residency and the tax status run on separate clocks, and that is the trap. The tax residency test is its own: a temporary or permanent residence in the country, or at least 120 days spent there within a twelve month period. Meeting one is not meeting the other.

Those are two different tests, and the difference matters to anyone whose home country asks where they are actually tax resident. The card proves a status in Paraguay.

What your previous country accepts as proof that you left its system is its own question, answered by its rules, not Paraguay's.

This is the honest edge of the no-day-count rule: the territorial-tax page covers it in full. Keeping the arrangement defensible is not about days in Asunción; it is about your whole picture holding together, and that is personal advice territory.

The long game

What maintaining it earns you

Held and renewed, the residency compounds. Permanent status at two years. A passport application opening three years after that, carrying visa-free access to 144 countries, inside Mercosur.

Banking follows the same curve: accounts are available to temporary residents with a residency card, passport and proof of address, and their fast track's first-year inclusions exist precisely to make the early period frictionless.

First Class Citizen have run more than 200 Paraguayan residencies over the past seven years, which is the operational base all of this sits on. The maintenance is not complicated. It is simply not optional.

Renewals, filings, and the two-year conversion: ten minutes on the call settles all three.

The boundaries

What this page does not claim

No fee schedule for renewals is published on their page, so none is invented here; renewal logistics are a call topic.

No claim about what happens if a renewal is missed. The right answer depends on timing and on the migration authority, and guessing at it in writing would be a disservice.

And no promise that maintaining Paraguayan status settles your position anywhere else. It maintains your position in Paraguay. The rest of the picture belongs to the countries you came from and the advice you take about them.

FAQ

How many days a year do I have to spend in Paraguay?
First Class Citizen put it at one day a year. That is separate from the tax residency test, which asks for either a temporary or permanent residence in the country or at least 120 days there within a twelve month period, and separate again from the trips the application itself takes.
How many trips to Paraguay does this involve?
One to three days on the ground in Asunción for the application itself, after thirty to sixty days of document preparation that happens before you fly. There is a later one day return visit for the RUC, the tax number that puts the arrangement into effect. First Class Citizen state the current requirements for your own case.
How long does temporary residency last?
It is granted for a year and renews annually for up to three years, which is the ladder stated on First Class Citizen's own page.
What ongoing filings does the tax status involve?
Their page states that a dedicated accountant handles the monthly declarations, and their fast track includes the cédula, the RUC and an accountant for the first year. A zero rate on foreign income is still a declared zero.
Does keeping the card keep me tax resident?
They are separate tests. The card has no presence requirement; tax residency requires a temporary or permanent residence in the country or at least 120 days there in a twelve month period. How the two combine for your situation, and what your previous country accepts, is call territory.
When does the passport become possible?
Their add-ons block states the ladder: temporary converts to permanent in two years, and permanent residency opens the passport application three years after that. The passport carries visa-free access to 144 countries.
